Arkansas Home Performance conducts building energy analysis, produces 45L Tax Certificates, and provides Energy Star consultations.
As a Certified HERS Rater, Richard Costello works with builders, developers, and individuals to help buildings meet energy standards.
45L Tax Credit
To qualify for the $2000 45L tax credit, Arkansas Home Performance will collect details for the installed components from your paperwork and the building permit information. As a certified HERS rater contractor, we use DOE approved software to verify your building meets the requirements for the 45L Tax Certificate.
Per IRS Notice 2008-35, a HERS Rater is the only eligible certifier that has been accredited by RESNET to use energy performance measurement methods approved by RESNET. Richard Costello is a certified HERS rater to meet this requirement.
HERS Rating
As a qualified third-party RESNET certified professional, we perform an energy analysis on clients’ buildings. This process evaluates the energy performance against the standards set by RESNET to achieve a HERS Rating of 50 or better (lower than 50). By working with clients early in the building process, we help builders and developers achieve a HERS rating.
The 45L credit is one of many benefits of the HERS rating. Detailed energy analysis documents and reports can be provided, including Energy Star certification. The 45L Tax certificate, which can be used to obtain a $2000 tax credit, is provided at no additional cost with the HERS rating analysis.

45L Tax Certificate
We model house plans using DOE approved software to evaluate qualifying requirements of IRS Notice 2008-35, Certification of Energy Efficient Home Credit-45L Tax Certificate. Fees shown exclude the $50 filing fee per certificate.
Single-Family Home $200
Clients with large volume homes may qualify for tiered pricing. Call for more information.
Multi-Family - Call for Price
An eligible multi-family complex must be 3 stories or less. Fees are discounted based on quantity of units.
HERS Rating - Call for Price
HERS Index: Richard Costello will perform a building plan review and complete an energy modeling. A site visit during rough-in will verify insulation. An air infiltration verification test is performed at final completion. Arkansas Home Performance will complete a final modeling and register the HERS rating, Fees include the HERS registration fee.
